Talking about Sirius's ownership, maybe it has to do with a wild animal liking someone. That makes sense, but the MoM could not kill it since it disappeared before its execution, so I believe it would still be officially Hogwarts' — dounyy. Dumbledore kinda gave him away to Sirius as an escape vehicle.

So it's likely that Hogwarts read, Dumbledore withheld the claim, and that's what makes Buckbeak a property of Sirius.
